The State of Côte d’Ivoire intends to create a dedicated Civil Status Code.
In the near future, the civil status of natural persons will no longer be governed by the Civil Code, as Côte d’Ivoire plans to implement a separate legal framework specifically designed to regulate this area.
What is civil status?
Civil status refers to the set of personal attributes that the law recognizes and attaches legal effects to—that is, a person’s legal situation or status.
These attributes include: nationality, age, sex, and marital status (married or single).
Why establish a Civil Status Code?
The goal of this reform is to establish a National Regime for Natural Persons (RNPP).
This initiative is led by Mr. Diakalidia Konaté, Director General of the National Identification Office (ONI) and President of the National Technical Committee (CTN) established in 2016.
The RNPP project aims to provide Côte d’Ivoire with a reliable and secure civil status system. Experts overseeing the project emphasize that such a system is essential for good governance and for any modern administration.
Implementing the RNPP is part of Côte d’Ivoire’s efforts to strengthen administrative and security governance in order to substantially improve the living conditions of its population.

The organizational and operational structure of civil status services

The digitization of the civil status system

Awareness and adoption of the system by the population and relevant institutions
Additionally, the RNPP will serve as a centralized database containing all civil status information. It is an integrated, comprehensive, reliable, and secure system that assigns each Ivorian citizen and any foreign resident or visitor in Côte d’Ivoire a unique National Identification Number (NIN). This number will appear on all life documents of the individual.
